The air cleaner is chocking out the engine.

I saw I am missing the ring that goes between the carb and the air cleaner. See the pic.

    Will this solve the problem?

    Thanks for the insight.

All that is is a flat rubber seal. Won't change your choking issue. Nor does it make much sense unless the filter is totally clogged or the filter assembly is jamming something on the carb linkages.

That is not your problem. Make sure the air cleaner is not restricting the choke plate from opening completely. That gasket just prevents non filtered air from leaking in.

Of choking out the engine? If you were asking me.

The plugs were fouling and when I took off the air cleaner it ran much better and the plugs are burning correctly. Ran with it off.

A few pictures of your air cleaner assembly installed and removed would help much more than what you posted.

your air cleaner housing may have been hitting a choke linkage, causing the choke not to fully open, causing a rich condition and a terrible restriction while underway.

Definitely sounds like the carb is in (or very near to) full choke and staying there. Like @pishta said, look carefully for something that is keeping the choke from kicking off.

Love the pic. The downdraft tube keeps you moving. Nice, basic shot for reference.

Is it possible the filter element is TOO SHORT

Also, "back in the day" when I owned the 440-6 RR I got the air filter wet--and dried out after the rain. turns out air filters DON'T LIKE that!!! They don't flow much air!!

The air cleaner top looks awful close to choke linkage. Maybe that gasket that is missing might keep the lid off the choke linkage, as long it is about 1/4" thick.

Yes they are. That's how they're designed. There's only like 1/8" of gap all the way around. But it's enough to flow more than what a stock one barrel slant needs.
