Anyone reproduce this shackle?

Are there any vendors reproducing these? This is the exhaust shackle that is bolted to the rear brake bracket where the steel brake line meets the rubber brake hose just forward of the axle...pics attached.

Anyone reproduce just the fiber material? I would like to clean up my metal hardware and re-use. Or has anyone used any type of replacement for that material? I really can't tell what is is/was. I could drill out the rivet that holds the bottom metal plate on and sandwiches that material in there and use a bolt and nut to hold any new material on.

I believe this is basically what was there, there were variations depending on year and engine size.
