Ashtray light

I'm puzzled. I'm referbishing an ashtray to sell. I take the ashtray light off to clean and make sure it works ( it does) but when I took it apart I noticed the light bulb was inside the tube and noway of shining out. This seemed odd to me so I looked on mine and it was the same way. Am I missing something here ?

There is a hole in that tube to dirrect the light down opposite of the clips and should have a blue plastic film covering the hole
