Not related to the original question, but also look on the sides of the upper cowl, in the door jamb to see if there are any drain holes there for the water to get out of the cowl. Early B bodies did not have them, so it stands to reason the factory may have omitted them on the Early A's too. I got lucky on my old 64 Belvedere wagon, and the lower cowl wasn't rusted out because the granny lady that bought it new had always parked it in a garage. I drilled a hole in each side and filed it down to the level of the top of the lower cowl and laid the POR 15 to it.
