Eccentric Cam Bolt Position

The last time I found an A body at the U-pullit it had the eccentric bolts toward the front of both control arm bushings (drivers side). I thought as a rule the cams went to the inside near the shock and the washer and nut always went to the outside of the bushing. My suspension is all apart, but I figured I should ask before I start putting mine back together. Appreciate it if someone could shoot me straight on that.
 
All the factory setups I've seen had the heads on the inside and nuts on the outside.
 
I install them however it's easiest to adjust the bolts. Usually on older Mopars, that's the bolt head to the outside.
 
Really hard to do an alignment with the nuts inside under the fender by the shocks. So put the nuts inside the engine compartment.
