This is the converter that came with my A-500, came out of a pickup. Is it an external balance?

No those are weights installed to balance the converter itself. Seems like a bunch of weight but I've seen a few that were that bad:-D

The weights for an externally balanced engine are on the face of the converter between 2 of the mounting pads that the flexplate bolts go into. As Sandy said those weights in your picture are on all converters.
