Extra tag beside the fender tag 70 duster

A friend of mine showed me his 70 duster today that has been in his family since New. It has an extra tag beside the fender tag. I was just wondering if anyone knows if it has any meaning.

Just an inspector tag from what I understand.

Thanks for the reply. That would make sense. They must of only inspected certain cars on the assembly line. Not all of them?
