Having Issues Starting + Loose Wire

I have a 71 318 dodge dart swinger

I have been having starting my car for about a year now and just last week it just stopped starting all together. I have been testing anything and everything i could think of and all the readings come back normal any ideas would be greatly appricitaed

I also found a loose blue wire that has been unplugged for a long time and i just thought it may have sommething to do with it i followed it back to the pos (+) lead on the battery it runs along the fiore wall and on to the left side of the intake manifold. i noticed that ont he ballast resistor i had a wire of the same color and i ujsed a continutiy tester and it tested as attatched but i dont know if it be the same wire or just one attatched to it it has been loose for a long time and i dont belive that it has anything to do with the Not starting but it is possible and ideas would be greatly appriciated... If it would help i could get pictures of the wire
 
We'll need more details on the no start part. Turns over but doesn't start ? Doesn't turn over ?
A loose blue wire on top of the engine shouldn't be related to a starting problem. Shouldn't be anything on the positive battery post but a battery cable.
 
Sorry, It was cranking without firing and it didnt have a spark we found the spark issue now it sparks off the wire coming out of the coil but we cant tell if it is sparking at each plug, the wire when i chased it back it lead to the main line going to the battery terminal not the terminal it self
 

you could always pull one of the plugs and ground the casing. Crank the engine and you should see the spark jump across the electrode. (make sure you use insulated tools if you have to physically hold the plug to ground it)If no spark I would be checking the pickup in the distributor.
 
Update: I went to the store today and bought an ignition tester for testing the spark and got home with it and hooked it up on the front driverside spark plug and it showed a spark and started to fire over, so i took out the tester plugged it back into the spark plug and the engine fired right up, and it ran for about 30 seconds to a minute and it died now it wont fire again and i hooked back up the tester and now there is now spark
 
A blue wire to the pos battery? need pics
Usually only big wire to starter, small red to relay are there.
