Headliner insulation question

This may be a silly question, but the existing headliner insulation had already been removed when I bought the stripped shell... I ordered one of these:

I'm planning on using 3M #08090 Super Trim Adhesive to glue the insulating pad to the roof. Does the pad mount above or below the crossmember (where the dome light mounts)?

Headliner insulation = Mouse nest material

I cut the insulation and butt it up against either side of that cross member.

Insulation was just delivered... it is in two parts, so my question is answered ;)
Naturally it's only reached 47F even though it's mid-afternoon, not a great day to use the yellow 3M Super Adhesive spray...
