Holley carb question ??

Ive recently rebuilt a coulpe dozen Holley
4 barrels. With the exception of a few, when i hold the baseplate up to a light and look on the other side, i can see light Getting past the throttle blades. So i loozen the screws adjust the blades (usually takes a few tries) until no more light Passed through. I have noticed that large amounts of light passing thru is on a plate that has the idle screw turned for high idle. Some of these carbs are 20-30 yrs old. Has Anyone else notice this ?? Are we talking poor quality control ?
 
You should see daylight around the blades in idle position. On a running engine if the butterflies were completely closed (no daylight) the engine could not run, it would die.

You can alter the angle of the secondaries by the small recessed screw on the bottom of the baseplate to compensate for a cammed motor after you set the primaries "square" over the idle slots. You can reset the plates on the shafts if you turn the idle screws off the shafts and tap the loose plates until they seatnin the bores,, then tighten them. Make sure they don't bind and then reset the idle screws. They don't usually come off center as the screws are staked but if they are not staked, they probably were disturbed in a past life.
