hood hinges

i am working on a 64 dodge dart. i noticed the hood hinges are held on by what looks to be a lock washer with a regular washer. My first question, is this the way they came as far as securing the hood? My next question I cannot seem to get the hood hinges tight enough, even with new washers. Is there another way or something I can get to tighten up the hood. Nobody seems to know. I would appreciate the help, because trying to align the hood is murder, thx guys.
 
My 65 Barracuda did not have lock washers on it. Just a cap screw and a washer. The threaded part was integral into the hood mount. Maybe you got some bad threads? you can drill and tap to next size up in metric as its pretty close.
 
My 65 Barracuda and 65 Dart both had only the cap crews. Yes, the hinges wobbled a bit. On my Dart wagon i am converting to gas struts rather than using the original torsion bars
