How many ballasts on a 1969 Dart?

I have found one on the firewall on the driver side. I found another one bolted to the wiper motor. I didnt think anything of it when I was pulling the wiring harness out, so I didnt check where the wires went.

Any ideas? Are there two of these?

Yes, one for the ignition and one for the wiper motor.

Yep. I wondered WTF when I first saw it. LOL

That is a 2spd wiper motor. The ballast helps to ID a 2spd.
