How to adjust hood help?

What is the protocol for adjusting the hood? Is it a 2 man job? So I tried on my own, and only one side and made it worse. I can't understand what the smaller bolt, furthest to the left is for?? What does it do? I am trying to get it to slide closer towards the windshield. details: 1966 dart sedan

If I had to guess the left most bolt holds the nut plate inside to hood, you will probably have to loosen it as well.

Definitely need two people, **** a few times we were 3 or 4 people because hoods are always a hassle. You really only need to loosen the two bolts on the hinge the other one is unimportant.
