how to remove the column lock/steering wheel.

We need to remove the column lock from the steering column. I looks like we need to get the steering wheel first.

We have a 72 Valiant Scamp with a 3 spoke steering wheel with the horn buttons in two of the spokes. We can not figure out how to get any of teh plastic off. Anybody know the tricks??

Gently pry the plastic piece in the middle of the horn buttons off and there are screws underneath which hold the center section to the main part of the wheel.
