The water looking thing I bet is for windshield washer, and the Vacuum box and mounting shield was all in the front under the hood, head light rings and tail lights for this old VW.
One tail light has a crack in it as you can see.

The tail light I took off is a 69 , so I would say 69 because I took everything off the same car Pete, these parts do not pop up from what I have seen ..
