New power steering gearbox

I just purchased and received a new power steering gearbox for my 1965 dodge dart GT restoration. Before I install it, I wanted to make sure it functions. Can someone tell me why I cannot turn the shaft at all on the bench? Is it locked up until fluid flows thru it?

You should be able to turn the input shaft. You may not be able to get it off center turning it with your fingers because of the on center resistance, but once it’s off center it should turn pretty easily by hand. Trying to turn the output/sector is a lot more difficult because of the ratio.

You ain't got enough *** to turn it by hand. Carefully put some pliers on it and it should turn. You need a little more leverage. It's gonna be tight since everything is new.
