This perished rubber part is near the upper ball joint, adjacent to the shock absorber. ('68 Dart). What is the part name?

That and suspension stops or bump stops. You acn get new ones or if your altering you suspsneion (lowering) Many companies (Energy Suspension, Prothanre, etc) sell sifferent size and shapes. You lower control arms will have have them too, but are shaped differently. On newer cars these can be located inside the strut body.
 
you got it, the bullet ones are for upper control arms, and the rectangle ones with a ridge are for lower control arms. Rockauto also has pinion snubbers for the rear end under that same bump stop category.

No reason they should be illegal, but i am sure the "If it saves just 1 life" crowed will make it so at some point.

But in March 2021, the Sixth Circuit Court of Appeals struck down the ban on bump stocks, disagreeing with the ATF’s interpretation of the law. Despite the court order, the ATF’s website still characterizes the devices as machine guns.
