I need to remove my 69 Dart rear seat bottom to access my seat belts but can't figure it out.

Push it backwards and it will unhook.
Push down on the front edge with your knees as you're pushing back, kinda all in one motion !
Here's what's holding it in . One on each side
Sometimes they pop right out. Other times, they can be really, really stuck. Keep trying.
