Rear valance paint

Had to remove the rear valance on my '64 Barracuda to do some reinforcing of the bumper bracket mounting area. Question is how to paint the area behind the rear valance. Painting it before reattaching the valance would screw up the paint while welding. Painting after reattachment through the bumper bracket openings will result in poor paint coverage behind the valance. Any suggestions will be greatly appreciated.

Paint the back first and then clean the paint off where your weldoing it. After your done welding pinpoint the gun and lay the paint up in there and let it seap in seams until it drips out the bottom.
