Roof packing replacement

The roof packing in my 65 Dart was something I’m not familiar with. It appears to be some kind of fiber and was installed under the metal bows that support the roof and around the perimeter above the headliner area.
1. What. should I replace it with, or is it okay to leave it out?
2. My roof bows are pulled slightly away from the roof skin. I plan to bend them back in place, but what should I put between them and the skin? I would thing there should be something to keep the bows from rattling or chafing against the roof skin. The attached photos show the material and the areas it was in.

It's ridiculous cheap insulation that never really worked well. When my wife and I redid the interior of the Valiant, we stripped the inside of the roof, painted it with Rustoleum industrial oil based paint, let it dry for several days and then applied Kilmat sound deading insulation over it. It has worked very well.
 
Here is what we did. Starts on about post 332 and continues on.
