Does anyone know if you cover sail panels before you install them or do you mount them as is. Car didn't have them when I got it.

Sail panels in what? Typically they are just a solid colored panel, or part of the headliner install. It all depends on what you are working on.

u can mount as if its a 67-72 dart model the headliner will cover them. if its a 72-76 plymouth,dodge and above u should have them recovered.1972 was the first year plymouth went to the card board type.
