Clean out your Temp Folder:
My Computer> Double Click, Local Disc C:>Windows>Scroll down to "Temp" folder and open it. Select all items in temp folder and delete them.
Computer>Local Disc (C)>Windows>Temp>

Get some help from a computer friend if you don't quite understand. (Don't delete anything else down inside the C: Drive)
%Temp% will get you there too. Temp folder holds the cookies.
