Enough about the damn lifters. I've had more than a few guys say they'd like to build a rat rod or other hot rod/t-bucket etc with a slanty.

I don't know about this particular 1979 engine but I have a 1980 Volare that you can take the oil fill cap off and see it has adjustable rockers. As far as I know the engine has not been replaced but I didn't buy it new, so.......
That would be correct. 1982 was the first full year for hydraulic lifters. Although there are reports of some late 81 models with them. That fits Chrysler's MO pretty well.
1981 was. All '81-model Slant-6s in the US + Canada had hydro lifters. All '80 and '79 models had solid lifters. Most '78s had solid, except those referred to in the TSB posted further up this thread.
You're off by one year.
