Transmission leak

I have a 68 Dart GTS. I recently changed the speedometer gear along with the housing O ring and the oil seal. I have a leak at the speedometer cable which I assume would indicate the oil seal isn't doing it's job. Has anyone else experienced this and have a solution other than getting another oil seal to try?

Is the inner seal installed in the correct direction?

If it has worn area on the gear, you can install two inner seals and the wire ring and it may fix it.

The gear is new. I wouldbhope there isn't a worn spot on it yet.

I tried to make sure I installed it with the flat surface against the retaining clip.
