My 71 Scamp with a 360 had a bad summer vapor locking. I tried different insulators and it made an improvement with "Coolcarb". Would switching to an EFI system like the Holley Sniper help?

EFI systems like the sniper and Fitech are more prone to vapor locking than a carb system to my understanding.
 
EFI will end the vapor locking. Holley Sniper EFI, in my opinion, is the best.
 
A well thought out fuel return system will also put an end to it.
 
No need for efi. Just put a return set up as mentioned by Rusty. Maybe try to also get fresh air to air filter. Isolated fresh air that is. Like a ram air style system.
 
EFI eliminates vapor lock by pressuring the fuel at the fuel tank. You can also eliminate vapor lock in a carbureted engine with an electric fuel pump by either replacing it completely or using the electric pump to prime the mechanical pump.
