water pump or thermostat?

hi folks,
is there a way to tell which of the two (water pump or thermostat) is out?
reasoning: 3.2 Isuzu engine (her car) has the thermostat under the intake and is approximately a 6 hour repair.
here's the scenario: overheated, checked fluid, pulled serp belt and moved pump by hand (doesn't seem to be loose or worn), pulled heater hose (highest point in system) and it has fluid. fluid gets hot in upper hose and radiator, lower hose stays cool. fluid was also hot in heater hose when pulled. this was after running the engine while watching for the fluid to cycle. don't see movement in radiator, and definitely not cycling through.
any and all help appreciated, and as always, thanks to all for the help.
