What goes here?

I installed a new hood to radiator seal on my 66 barracuda today. I notice there is a cut out in the seal and holes that line up with it on the radiator support. Is there something I'm missing or is there some sort of optional piece that goes here? My old seal was missing pieces, so I couldnt tell if it was there originally.

That’s a correct cutout for a 66, but I don’t know why

For hood pins I believe.

If it was for pins, there would be two cuts outs, not one.
