What to do with smog holes?

OK, I am somewhat lost here. On my "new" engine you can see small holes below the exhaust ports on the heads. I am guessing that it was part of some type smog bs. I think the block is a '78 318. My parts car is an '88 318 which also has the holes, and you can see that most of them are plugged up with crud.
What do you all do to deal with these extras? I plan to use the exhaust manifold from the '88, but was planning to simply plug off the end of the manifold where the small tube was attached that went to the air pump.
I hope this makes sense.

Tap them then loctite Allen setscrews in. Worked well for me in the past.
