Widest tires on stock mopar steel rims

What is the widest tire that can safely fit

With 13” wheels your options will be very limited.
Get a set of 14x6 wheels (Cragars, aluminum slots, etc) and you can put a set of 205/70/14 tires on the front and back with no issues. The wheel well will be filled nicely and the handling will improve as well.

What about offset?
 
My rear wheels are 14x7 with 4 1/2 offset and 235/60/14 tires. They fit but are a tight fit. My fronts are 14x6 with a smaller amount of offset (can’t recall sorry) and have the 205/70/14 tires.
 
On the manufacturers or tire sellers web site, they often list and suggest the narrowest and widest wheel to use with the tire. Pushing the limits of the suggestion are possible but not recommended and unwise to a point.
