Did this EVER run with this setup?

The ballast wiring for the later 4 pin Mopar boxes (2 pin ballast) is UNCHANGED in relation to the electronic vs points. You can get wiring diagrams at MyMopar.

What have you done? To change things, that is?

Put a meter/ test light on the coil + terminal, and turn key to run. It should glow somewhat, you should get somewhere around 6--10V

Crank the engine USING THE KEY. The coil + should show "same as battery" and should be at least 10V or more
============================================

What shape is the distributor? The 2 wire distributor connector is a problem, check for "tightness" and corrosion. Check the inside for rust damage, etc, around the reluctor/ pickup

With the key in "run" disconnect the dist. connector. Take the engine harness end of the connector and tap the exposed terminal to a good ground. You should get a single "snap" spark each time.
