Those are bumper jack slots. This bumper is off of a 72 scamp not a 70 dart Same bumper minus the slots.
The upper slots with the holes under them are for the bumperettes, and the slots down low and farther apart are for the jack to lift from.
This is a 73 Swinger
Well there you go. Perfectly good bumper.
Since the bumper needs rechroming or painting, could I just fill in the extra slots semi-easily?
I guess that depends on your skills. How would we know the answer to that?

I asked a legitimate question. We don't have crystal balls here. We don't know what you know how to do. That's why I asked. No disrespect involved at all.

Since steel is underneath the chrome, I see no reason why the holes couldn't be welded up and then smoothed with a grinder. I would be careful about how you remove the old chrome around the holes, because chome is nasty stuff. You wouldn't want to inhale it. I'm sure your guy that rechromes the bumper will know the answers and he can weld up the holes.
