If you decide to go this route be aware that the nuts on the U-bolts are very difficult to remove. I brought liquid wrench and a die to clean the threads first. Then used a good breaker bar to get the bolts turning.

I don't think you could match drill the sector shaft with the precision required unless you removed the column and held the cut sector shaft in a vice.
