Is the rust on the bad rim only on the inside? Is the area of the tire bead in good shape?

yes it is only in the center the bead areas are clean

That rust on the inside is likely due to someone using one of those liquid fix a flat tire repair crap. Thats why the bead area is still rust free/clean.

yeah i have seen that on rims at work already that stuff is nasty and stinks
