Adding a retractable Cowl

Hey guys i am interested in adding a small cowl blade or air dam to the ac/ cowl area under/or in front of the windshield that retracts when the car is off. Are there any actuators that return when electricity stops like those old porsche 924 headlights that retract when the car turns off?
