Adjust choke

My carb doesn't come off full choke after starting.
Also,.would like to adjust choke after starting.
Any instructions would be much appreciated.

The choke is adjust dead cold, not after you start it. To adjust it correctly, you need to take a pair of pliers and bend an "S" bend in the choke rod so that the choke just barely is closed when the engine is cold. Just barely closed. If it's hanging a vary small amount open, that's acceptable too.
 
Is the pull off working? ALL factory choke adjustments are pretty well documented in the factory service manuals. If you don't have one, run over to MyMopar and download "as close as you can get" for free

You might have to settle for Plymouth vs Dodge, or the other way around

That carburetor is not equipped with a pulloff.
