Is there a relationship between the shift point of the governor in the tailshaft and the ratio of rear gears you are running ? I have never seen this addressed befor and was curious .
I installed a high rpm governor from A&A in my 904 with 3.54s but then switched to 2.76s because I get trapped on the freeway with cars doing 85+ often . ( time for an O.D) . I noticed the trany shifts a bit early now. Not really that noticable but it got me thinking....
 
The governor is RPM sensitive only. With rear end change the governor is still doing it's thing at the same RPM but now you are noticing a difference in the speedometer because you changed the ratio.
