Blower fan "Howling"

Can anyone tell me why my blower fan is making a "howling" noise on its lowest setting?
It is brand new and driving me crazy!!!
the fan is not rubbing on anything and it only does it on low
 
Because it is new doesn't mean it's any good sorry to say. Take it out run it see if you got bad brg. or another issue.
 
Dry bearing. It shouldn't do it if it's new but a few drops of good old 30W on both bearings will cure it.

Try hitting the shaft snub on the outside to drive the motor shaft (armature) in a fraction. The small change will allow the motor to spin in a slightly different spot on the bearings. It works to stop resonance (noise) that develops over time.
