My Question is will the 66 block and 906 heads And a 440 cam still give me the HP of the 383 magnum that I once had? And will it fit with headers because exhaust manifolds cost as much, if not more than to build a motor.

As long as you have about 9.5 compression and use the 440 375hp cam (The HP 375 HP cam specs: 268/284 Duration, 0.450"/0.458" lift, 46 degrees overlap (115 LSA), installed at 113 Intake CL.) and your 906s are in good shape it will be as good or better than an original 383 magnum. It will fit you Barracuda with available header.

906' s. Pre unleaded gas valve seats.
452's same head as 906 with unleaded gas seats

If it's not a daily driver or you're not driving it that much, I personally would say ok for 906

Lots of use, I would say 452's
