Rusty's right and so am I. You are he vacuum gauge on the wrong port.
So With the gauge on the MANIFOLD vacuum port you use Rusty's method.
Then with the gauge on the sparkport; It should read little to nothing.
okay ... timed vacuum is far left which is what the V-can is connected to and what gave me a reading of 5 inches.
the middle is connected to my valve cover PCV valve.
and the far right is manifold port which reads 25 inches.
i have... <-- 1411 edelbrock carburetor.

when you say spark port that = manifold vacuum port? #21 indicate spark port = timed vacuum port.
