Carter AFB 750 surge

My friend's 440 has a afb 750 carter on it. It is mildly cammed and has eddy heads and an eddy performer intake. Stock hp manifolds and dual exhaust. The car idles good with 17" of vacuum at 5600' altitude here and runs good wide open. It just surges at part throttle, like when cruising or on the highway. I have tried different step up springs and have leaned it out 3 steps for the altitude. When you open the throttle slightly with it running you can see lots or fuel coming through the venturies. is this normal? I am almost out of things to try except a different, more tunable carb. Any suggestions?

If there is a surge or flat spot at cruising speeds a lean condition probably exists, you need to work on the jets and metering rods. I know you have the carter, which is essentially the same as the edelbrock, check out the troubleshooting guide in their manual below
