The evap control stuff varies from year to year, but the common thread is that they are vented by the line going front to rear, so whatever you do do not plug that unless you take other measures.

If I was to do this, I'd convert the tank to vent just like the 69/ earlier cars vent, AKA a simple line welded into near the top of the filler pipe just before it exits the quarter panel. A simple 1/4" line attaches, goes up to the top of the fender, and back down along the filler pipe, through the gasket in the trunk floor, and "open ends" in a hole inside the rear stub frame, evidently to protect the end of the tube.

None of these tanks used open vented caps, which might cause spills on your paint.. The evap controlled cars used what is called a "pressure vaccuum" cap which was only meant for sort of an emergency relief in case off too much pressure or vacuum
