It's an old school champion spark plug cleaner and tester.
Pretty much everything is there but no power getting to the unit. I'll do some testing and get it going again soon.
Cost me a case of beer. Gotta love that.

Ultra cool. I have one too. Slightly different but not by far. I got it because I remember the days when we actually repaired rather than replaced and I used one in high school. I still use it regularly. It is awesome for fouled plugs to get things running.
