If you don't have a choke you shouldn't have a working fast idle cam. They both work together,Mine has a milled airhorn. It starts easy. couple pumps, fire, stay on high idle maybe 30 sec and then it will idle. That cam if I remember correctly is all kinds of nasty though. Might be causing some of the issue.
