there is a wheel spacer between the drum and axle on my 73 duster..

when i seen this for the first time i questioned why someone would put it inside the drum?? when i took it out the drum rubbed on the dust cover so should i grind that down to get rid of that dumb spacer?

i dont need a wheel spacer at all anyhow

Sounds like someone couldn't find the correct drums for their car.
or someone switched your car from SBP to LBP

what size are your pads 2"

not sure ill rip a tire off and check

what your saying is there are different widths?

front are discs and back drums are 9" originally a 340 car

I didn't think they use 9" brakes on a v8 car. and especially not a 340 car.
but maybe they did on the newer cars.

It sounds like you have the wrong drums on your car, a new set shouldn't cost you more than $50. But make sure you have the tire clearance before taking off the spacers.

Measure your brake shoes, and buy the correct drums.

I had this happen to me. I went from a 7 1/4 rear to a 8 3/4 that was SBP but I bought moser axles with green bearings for it. Put the 7 1/4 brakes on the 8 3/4. The drum hit the backing plate but, only on the outermost lip. I guess the axles were a tiny bit shorter? Since mine only hit that outer lip that sticks up into the drum I just took a grinder to it. Works good now.

How much you need to remove?

A "car guy" with a brake drum lathe could turn that right off there

not much its barely rubbing but enough to stop the tire from rolling all bolted up

i have the green bearings too so that mite be a cause

where exactly do you measure? on widest part of the drum? (inward toward car?)

Spacer between the drum and hub flange isnt a good idea. It can effect how the drum fits over the center register of the axle flange.
