If you want to pay, you can get anything made. However, I know 14x7 reverse offsets in sbp are readily available.

I ran into this problem with my 1970 duster that also has the 5x4 small bolt pattern. However, I have your answer. Go to www.newstalgiawheel.com. They have the exclusive rights to the small bolt pattern cragar s/s wheels. They are a great company to work with and according to their book that I have in front of me they carry them in 14x6 through 15x10.
