Damper question

I'm trying to find out, is the key-way on a small-block vibration damper clocked to any certain point on the crank? I know that they're all clocked the same (so the timing marks work their magic), but is the key clocked to any specific feature, like #1TDC or something?

Are the bolt holes for the pulleys always in the same place on the damper, relative to the keyway?

I'm sure there is a specification for the placement of the keyway because every dmapener will be indexed off that to place the timing mark appropriately at TDC on cylinder 1. My memory sucks a tthe moment but IIRC generally the keyway ends up around 2:00 (or is it 4:00?) when the #1 piston is at TDC.
 
I have to say this question sounds a bit like "why is there air?" What are you doing that you need to know this? In other words what is the REAL question?

The key is somewhere around 1-2 o'clock at TDC. You can get an idea by looking at a Mopar SB cam drive lower sprocket

Below, the top right keyway matches the "O" mark that is at top
