Well, there's a very simple answer.

Nobody bothered to check the oil.

We just didn't know we were getting low.

The reason for that is purely geographical.

Oil is easy to move and hence is a global market. People that imagine that increased drilling in the U.S. will give us more and cheaper oil are dreaming. Only if you want the U.S. government to do the drilling, will it help the citizens. If Exxon benefits, that helps you only if you own Exxon stock.

There is never a U.S. specific shortage, but a global shortage. The income growth in China and India (~1/3 world population) is the main reason for increased demand. Also, if the U.S. dollar loses value, gas costs more. Basic economics. Amazing how things get distorted in election campaigns and the main current distorter is a self-proclaimed brilliant historian, so he must either be a purposeful obsfucator or not very brilliant.
