Fender Lower Mounting Studs

Hello good folks. Maybe someone can help. I'd like to remove these studs from their clips so that I can remove the stack of washers and then realign the fender. How do you remove these studs from their clips? Here's a couple pics from my car and a pic from another thread showing the stud and clip only. Any insights would be greatly appreciated.

I would double nut them and back it out with the inside nut.
