I don't have it front of me, but i seem to remember the bands use DIFFERENT adjusts; not 72 and 2 turns for both. Sounds like everything applying at the same time=bind. Overlap. x2 on the filter.

72 inch/lbs and 2 turns is close enough on the front band to not cause this problem. On the rear band if it's anything that procedure would leave the band tight. Since the band is applied in reverse and manual 1st that isn't going to affect it in that way. I would look at the pressure relief valve. It's at the left front of the valve body. There are two there, the larger one is pressure relief valve, make sure it isn't partially stuck open.
