Is there something that this hole is used for.

this rod goes through the slot and the part in question is positioned towards the front of the car.

I believe your referring to 99, I'm going to look again

electric is optional, I have the manual choke, cant get a good pic.
 
The rod your referring to is for the choke plate correct?
 
it looks like i'm either missing the spring (100) or its not hooked up correctly
 
4160 I got a good picture give me a minute
 
101 and 99 catch spring 100
 
so it loads the choke lever to push up or open

**CORRECTION**
The spring actually pulls the choke rod and flap down

Yep, not a very noticeable part when everything is piled up on the bench. If you didnt use the choke like us warm blooded folk in Florida it wouldn't be an issue. But Minesoooosa it might be a problem.
